the two men arrested were not running away . The old guy jumped up as soon the shot hit and screamed " I did it, Shoot me! " over and over again.
as soon as the police realized he was not their guy, the second person opened his trunk and handled an air soft rifle (realistic looking air gun). causing the police to rush to him . this cost valuable law enforcement time . during this time the shooter ran a carefully preselected route and escaped. both theses peoples actions clearly show foreknowledge, and their actions make them accessories after the fact. Why they weren't at least charged with disturbing the peace, so they could be investigated. This has the hallmarks of involvement of a state actor .
In this day and age video is always suspect, but 4chan already dug up some video of the old guy that was arrested doing an interview from like 10 years ago about his reactions as an eyewitness at ground zero on 9/11. Pretty long odds there .
